Bounce to Doug to resolve. 

1. remove features from soa-site/site.xml which are already in site/site.xml to dedupe inclusions

2. link Jenkins jobs so JBT Core aggregate causes JBT SOA aggregate to fire; repeat for JBDS jobs

3. Ensure that JBDS SOA site build and JBT SOA site build contain URL references to their upstream JBT Core and JBDS Core sites so the deps can be resolved.
