    Steps to Reproduce: 
1. Notice the initial toolbar buttons state !initialState.png!
2. Open VPE Preferences page and change the settings !disableCheckboxes.png!
3. Click OK, and close VPE Preferences page
4. Check the state of toolbar buttons -- it's still the same.
