Verified locally -- the devstudio-directory.xml file can point at multiple jars so we could move SOA Tooling contributions into a new discovery plugin; however, we need to avoid duplication of included content or we end up with this (when containing both JBT and JBDS sites):

*EDIT*: actually, the duplication may be the result of identical contributions coming in from non-duplicate categories. Testing to see if dupes are filtered when the catg/group/IU triplet matches.
