Alexey,
 is that Seam facet a reason which Seam 2 tools can't find the missing jboss-seam.jar in distribution lib sub directory? Please look at screenshot of dialog error. If you know that the missing Seam 2.3 facet is still the reason, then ignore my comment, but I have real doubt ;-).

I think that this is the different issue from JBIDE-10679.
