Does this also happen in JBDS 5? If not, compare JBDS 5 and JBDS 4 aggregate sites.

Is that plugin wrapped w/ a feature? If so, which one? If not, why not? How is it installed?

Does installing your help feature from the Teiid update site (not the JBT or JBDS) one work? If so, problem is missing stuff in JBT or JBDS site.

Do your feature(s) and plugin(s) properly declare dependencies on org.eclipse.help or whatever dependencies you have?

After installing the help feature from Teiid site, JBT site, or JBDS site, what new plugins/features appear on disk? (Check timestamps for freshly created files in ~/eclipse/plugins/ and ~/eclipse/features/ folders.
