I'd rather follow the natural way, +1 for Major, Minor or Patch part depends on changes. Since we are moving to eclipse 4.x would be good to have incremented major version for all components. It means JBoss Tools and hibernate tools wold be 4.0.0, which matches your wish to have component versions under or equal overall version.
