Eclipse/JBDS already has this feature.

We could set preferences in the plugin_customization.ini file.
For instance, if we would like JBDS to check if there are new features to update on startup, we would add the following:
org.eclipse.equinox.p2.ui.sdk.scheduler/enabled=true
org.eclipse.equinox.p2.ui.sdk.scheduler/schedule=on-startup
