And yes, persistence.xml is updated only on new JPA project creation time.
I can't guarantee this as I have to do this in facet install delegate which could be called on existing project, but I check some preconditions (like absence of console configuration, absence of some emenets in persistent.xml structure) to minimize possibility of "old" persistent.xml update.
