https://hudson.qa.jboss.com/hudson/view/DevStudio/view/DevStudio_Trunk/job/jbosstools-3.3_trunk.requirements-bootstrap/buildTimeTrend shows that runs can take between 2.5h - 3.5h when successful, longer when failing (timeout or bad rhts slave).

Suggest we implement some sort of caching / check-if-already-exist-and-is-a-valid-archive mechanism to allow adding a single new req into the pool w/o having to re-download the whole pool. In other words, we need to be able to bootstrap the bootstrapper.
