I was unable to change JSP node with no end tag during the drop by simple means. It reqiures digging deep into the Elcipse's org.eclipse.wst.xml.core.internal.document functionality. 

I've tried to DnD the element from the WTP's Palette to its WebPageEditor -- the same problem in JSP file. So it's Eclipse's internal discord.
