The priority can be added to any bus/listener/provider but will only apply to gateways, JBESB-3786 has some more details.

You should ignore the bug in the camel codebase and just assume that it behaves as it should have.  This will be addressed at some point.

Your form does seem to make sense, assuming that is for the EBWS service, and I believe you should replicate this for bus/provider/listener.
