Because working sets info is defined in a m2e class (MavenProjectWizardLocationPage). 
We already use reflection in the ArchetypeExamplesWizardFirstPage class to set the project's location. See JBIDE-10009, JBIDE-11721
I have created a bug against m2e related to JBIDE-11721 - https://bugs.eclipse.org/bugs/show_bug.cgi?id=378153, but there is no any feedback yet.

Other possible solutions would be the following:

- ask the m2e team to provide API for the archetype wizard
- create archetype page(s) from scratch
