You mean vie Help > Install new > http://download.jboss.org/jbosstools/updates/webtools/juno/ ? Yes, that would be the equivalent install path as the wizard, just not the same UI candy.

The juno site is currently a composite site pointer to the indigo site, which means it's the M4 bits (I didn't update it for M5, apparently. We can bump it to Beta1 once that's cleared by QE.
