I can't reproduce the problem. I suppose you have created servers and runtimes, removed servers and restarted Eclipse.
Since the runtimes already exist, the Runtime Detection plugin doesn't offer you to create them again.
Could you remove runtimes and try to reproduce the issue again?

This issue is reproducible.
