I see two approaches here:
- remove org.eclipse.m2e.usagedata from JBDS (if it is possible)
- add org.eclipse.epp.usagedata.gathering into target platform

First one is better, because it would let us suppress any usage reporting request ether fro eclipse.epp or m2e.
Second one would require to set right default preference values to suppress usage reporting requests.
