This action was not designed to add a project to a server. It checks that project is already added to the default server (it is selected by 'Select a default server' toolbar action); if the project is not added then the warning appears, otherwise server is started and the url is open in the browser. Wizard 'New Struts Project' allows to add new project to a server, so that I suggest that steps to reproduce be modified as follows:

EXEC: Create Struts project with 'New Struts Project', make sure to select 'Target Server' on the second page
EXEC: Make this server default by 'Select a default server' toolbar action.
EXEC: Open struts-config.xml and select global forward component in GEF
EXEC: Click on the context menu of selected component
EXEC: Click "Run on Server"
ASSERT: URL is successfully open in browser and no message warning appears

An alternative to this behavior would be to run the standard 'Run on Server' dialog with two pages - (one for selecting server, the other for selecting modules), but the idea was to make it one-click action for the default server.
