The "REPLACE_WITH_ACTUAL_URL" is coming from the WSDL itself if you look at the soap:address... In my case it looks like this:

 <service name='HelloWorldService'>
  <port binding='tns:HelloWorldBinding' name='HelloWorldPort'>
   <soap:address location='REPLACE_WITH_ACTUAL_URL'/>
  </port>
 </service>

Not sure where this particular string is coming from, but it has to be coming from the WTP wsdl-generation wizard somewhere...
