The idea of removing i18n icon and selection bar icon was made in order to support these features on platforms where xulrunner is not supported (see JBIDE-7058) -> there is no vpe --> there is no vpe toolbar. 

But the better solution should have been to duplicate them on both toolbars.
So now I'm returning i18n and selection bar to vpe toolbar.

<visibleWhen> section in o.j.t.jst.jsp plugin.xml file should be updated for these items also.
