yes - that is the expected behavior.

To get an error during deployment that is informative about the problem. 

Note, doesn't WTP have a "check if everything is ok" phase similar to launchconfigs which has a "validation" phase to verify if things look ok before actually doing anything to catch obvious errors upfront.
