In my opinion, it would be better to describe two RESTful wizards (Sample/Simple), which both need the existing Dynamic Web Project, before the "Working with RESTful web services" chapter. I would reorganize the chapters into following order:

#1-#2 - no order change
#2 - Adding JAX-RS support to a project
#3 - Creating a Simple Web Service
#4 - Sample Web Service wizards
#5 - Working with RESTful web services
#6-#8 - no order change
