* Create a JavaEE Web Project from JBoss Central
* An empty src/main/webapp/WEB-INF/lib is created => it shouldn't. 

Deactivate the JSF Facet configurator in Window > Preferences > JBoss Tools > JBoss Maven Integration

* Create a JavaEE Web Project from JBoss Central
* No src/main/webapp/WEB-INF/lib is created

This problem impacts import of existing maven projects.
