Previously the list was stored in a properties file, but this obviously gets out of synch during workspace changes. Now the remote server is actually polled to get a list. 

The only scanners that will be added or removed are ones that have previously been added by the toolset. So, for example, a scanner named MyScanner, will not be added or removed for ANY reason.  Only scanners named JBossToolsScanner1 etc will be added or removed.
