If I remove site.xml, the extension is not found (and no error is logged).

If I repair site.xml to include the correct version of the feature (2.3.0.v20120503-0045-H101-Beta3) then everything appears to work:

So... the issue here is making sure that site.xml is correctly generated. Or filing an upstream issue w/ WTP asking that they parse the artifacts.jar & content.jar instead of using site.xml
