That would solve the problem for central, but wouldn't solve the problem related to the AS Tools.
A plugin can depend on the as.core plugin and doesn't depend on *as7x plugins. When installing such a plugin, it will install the as.core plugin, but won't install *as7x* plugin. The user will be able to add AS 7.x server, but won't be able to work with it. The problem is that the as.core plugin declares AS 7 server/runtimes, but can't use them without *as7x plugin.
Since the as.core plugin doesn't require *as7 plugins, every plugin that adds the as.core plugin, must also add *as7x plugins.
The problem happens in runtime no matter if those dependencies are necessary for compilation or not.
