With BPEL installed from SOA site directly, i get this error instead:

Cannot complete the install because one or more required items could not be found.
Software being installed: JBoss ESB Tools 1.5.0.v20120427-1932-H1-Beta1-SOA (org.jboss.tools.esb.feature.feature.group 1.5.0.v20120427-1932-H1-Beta1-SOA)
Missing requirement: JBoss ESB Project UI Plugin 1.5.2.v20120427-1932-H1-Beta1-SOA (org.jboss.tools.esb.project.ui 1.5.2.v20120427-1932-H1-Beta1-SOA) requires 'bundle org.eclipse.zest.core 0.0.0' but it could not be found
Cannot satisfy dependency:

So... I think we need to composite in the JBDS Core/TP site into the JBDS SOA Site to solve missing upstream deps. working on a fix...
