Also, what exactly are you "fixing" in project facets? Are you changing it from a web project to some other type?  

It sounds like you're doing a lot of things that would require a full publish. Changing the compilation level of the project would require a full publish. I would imagine changing projcet facets might also, since that can change classpath containers, require a full build etc.  Expecting hot-deployment to work on such significant changes seems strange.
