When I add a new location and a SOA-P runtimes are found (in my case jboss-soa-p-5 and jboss-soa-p-5 (2)) all runtimes are added correctly. However, when I search that location again, the SOA-P runtime is listed again as non created. 

It is also weird that when I do the search several times the runtime listed as non created is sometimes jboss-soa-p-5 and sometimes jboss-soa-p-5 (2).
