Since the org.jboss.tools.community.central.feature feature includes the JBoss AS feature, there is no more problem related to JBoss Central.
However, if some other plugin/feature requires as.core and doesn't require as7 plugins (the seam plugin, for instance), the problem described in this jira could happen.
