Unfortunately there's many parts of the tooling that will access these APIs, so we can't re-scan the tree every single time the API is called. Also we have to remember that while we set the servers up with very restrictive filesets (standalone/configuration/standalone.xml), other users might decide to use much wider filesets for their xpaths, **/*.xml, etc.  This means re-scanning all files for matches becomes difficult. 

So we do cache, but, the commit I made just now will make it easier to update teh cache. Now all a user needs to do is click on "configure" and then click on "ok" and it should update automatically. 

If you think we should automatically refresh on server start, we can do that, but users will still complain the server editor seems out of synch also. At some point, we need to draw a line at reasonable expectations.
