the only way I could reproduce this was if I was creating a project with a name that is already loaded in the workspace.

Then the entity does get opened as file external to the workspace instead, but doesnt find anything in the project explorer.

Can you verify if that is what you actually see?

if yes then the bug is more about forge tools not detecting the naming collision on import.
