After our discussion on IRC I agree that this is not really a bug, but currently it's quite difficult for users to get remote AS7 working properly.
If you don't expose the management port, then you need to use web poller - there is a problem with that - by default we should set -b <host> for the server, but we don't - JIRA here: JBIDE-12041 - should be fixed for CR1.
If you do expose the management port, it should work out of the box. (But obviously you need a management user set up in your AS7 installation on your remote host.)
