I think that behavior is correct.
You haven't installed the JBoss Runtime Detection feature and there isn't the Runtime Detection preference page.

The JBoss Runtime AS Detector requires only the org.jboss.tools.runtime.core plugin.
The JBoss Tools Runtime Detection preference page is included in the org.jboss.tools.runtime.ui plugin.

If the user wants to create his own UI, he would install runtime detectors he wants and would create the UI.

If you want the JBoss Runtime Detection preference page to be shown, you have to install the JBoss Runtime Detection feature.
