The fact that it can't connect? Not really - the error is valid. The URL simply doesn't exist as specified in the WDSL. The same error will happen if they test an external WSDL and CAN'T edit the WSDL because it's on a remote system. 

We might be able to provide a more intelligent error message, but not for this release. Can we push this off to the 3.3.1 release for now and I'll investigate how to provide a more lucid error message (i.e. "The URL specified as the SOAP address in the WSDL for this operation does not exist.")?
