@Alexey: The above update site currently delivers a build that is younger by 1 day: JBoss OpenShift Tools 2.4.0.CR1-v20121108-2131-B162
I tried to reproduce your issue in that newer release but failed. Can you verify if this still happens to you with the latter release and provide more details if it still does?
I tried with my existing users in my workspace but also when starting in a empty workspace. In both cases the list of cartridges just showed up fine.
