The cause of this bug is that if a poller over rse does not return started or start-failed within 30 seconds, an old hack would automatically set it to started. 

At the time, this hack was needed, because rse pollers were not at all stable or reliable, and users were completely unable to use rse servers. However as the code has become much more reliable and organized, this hack now only confuses users. 

I'm very glad to remove this hack (finally!) and allow the pollers to do the job they're in charge of.
