http://download.jboss.org/jbosstools/updates/requirements/atlassian/3.0.6.v20120628/ is already available as a mirror, and its plugins are already part of of the SR0c and SR1a target platforms:

http://download.jboss.org/jbosstools/updates/juno/SR0c/REPO/plugins/
http://download.jboss.org/jbosstools/updates/juno/SR1a/REPO/plugins/

So... we could simply point the new connector at the usual Central site:

http://download.jboss.org/jbosstools/updates/development/juno/central/core/
or the forthcoming
http://download.jboss.org/jbosstools/updates/stable/juno/central/core/

and it should be resolvable from there.

However, the TP only includes the plugins, not (as yet) the com.atlassian.connector.eclipse feature. Not sure if you can install PLUGINS from Central, so we might have to add this feature to the TP or else put it on the Extras site, eg, here:

(Actually it would be SR0d, a new version.)

Note too that the jira atlassian connector is already in *JBDS* Central as part of the org.jboss.tools.common.mylyn.feature connector, which includes the com.jboss.jbds.mylyn.feature.

So an alternate solution here would be to add the missing feature to the TP, then include it in the existing "Mylyn Issue Tracker Connectors : Mylyn support for reporting JBoss JIRAs and Red Hat Bugzillas" connector.
