It makes no sense to build jenkins.target locally.
I suggest we wait for jenkins.target and local.target profiles to be removed to find a better way to build TP.

If we trust the different Maven plugins we use (Tp2Repo, Flatten-TP...) and Tycho mirrors, we actually only need to validate multiple.target.
