org.jboss.tools.maven.jbosspackaging.feature is used to add support for (mavenized) SAR projects.

For the moment, I'm +0 on any decision we make. I'd like to know some usage stats on that plugin, as we have little to no feedback on that feature. 
So I'm not sure it deserves to show up in Central.
These stats may help decide our next move. [~maxandersen]?
