Hi Isaac,
The new Hibernate Tools runtime jars were created and included because the ones that were included before were build from a snapshot rather than an official build and thus not really safe from a repeatable build perspective. I have cleaned up the tests before releasing these runtime jars but not added any specific functionality. So I don't think that from a user perspective there is a lot of difference with what was present earlier in JBoss Tools.
I hope this clarifies the situation at least a little bit.
