You're absolutely right. It only concerns versions from /tools/usage/action/wsstartup/1.0.0.v20101018-1301-H101-Beta2 to /tools/usage/action/wsstartup/1.1.0.v20120110-0357-H504-Beta1.
I have completely forgotten that this bug appeared in earlier versions.
