Seems like there is an alternative build of XulRunner 10 available for windows 64 bits: http://wiki.mozilla-x86-64.com/Download
Eclipse supports XulRunner 10 since 4.2.M6 and 3.8.M6:

So everything seems to be better for having XulRunner working on Windows 64.
