So... 

* [~mickael_istria] is suggesting we want: base/framework+jbt.central, base/framework+jbds.central -- two plugins
* [~maxandersen] is suggesting we want: base/framework, base/framework+jbds.central.override -- one plugin
* [~snjeza] is suggesting we don't need a new plugin, we can just use jboss.runtime.directory.url or similar properties

FWIW, we already have 3 Central plugins, which unless I'm mistake are these:
