I can reproduce this issue.
This is a problem of incremental validation when package-info.java involved.
So if you edit Test.java then it will be re-validated according to package-info.java. But if you don't touch Test.java and edit package-info.java only then Test.java is not re-validated automatically.
As another workaround you can use a clean after editing package-info.java that forces Test.java to be re-validated.
