I think that is correct behavior because you can't enable the "JBoss Visual Page Editor toolbar" command group unless the VPE editor is active.
You will get different error dialogs depending on the current perspective and active editor, but in any case this command group is disabled (greyed).
You can try to open some (x)html file using the VPE editor and call the Customize Perspective action when the VPE editor is active.
In this case, the "JBoss Visual Page Editor toolbar" command group is enabled and you can disable/enable it.
