This job https://jenkins.mw.lab.eng.bos.redhat.com/hudson/job/jbosstools-4.0_trunk.component--openshift-sandbox/3 shows that using the hudson-settings.xml works fine (it remove usage of local.composite profile in favor of mirroring of jbosstools-nightly-staging-composite, and then resolves against local mirror)
