Hi Lucia:

This was a pretty large refactor I'd appreciate it if runtime was run through by QE in general to find any regressions that occured. (if any).  To verify, just run through all of the runtime scenarios and make sure there are no strange behaviors. If there are, open new bugs and link to this one. I'll change it to a task though.
