WindowBuilder is a dependency of Designer. If you look at WindowBuilder Pro - https://developers.google.com/java-dev-tools/wbpro/quick_start - which is meant for client apps, the UI provided is the same as I saw - I believe that itself is WindowBuilder working here. And when you look at the GWT Designer quickstart here: https://developers.google.com/web-toolkit/tools/gwtdesigner/quick_start you can see a window similar to what I tried. So I guess that's all there is.
