1) Create a plain old java project (add some stub classes in the src folder)
2) open project archives view, then select project in project explorer or package explorer
3) make a project archives jar inside project archives view
4) right-click on the archive in project archives view, select new -> fileset
5) verify the "preview" section is not empty 
FAIL.  

This was the step to replicate. It no longer fails. The preview section has items in it.
