There is filtering. Do this to verify:

1) Window -> Preferences -> JBoss Tools -> JBoss Tools Runtimes
2) click Download...
3) Note that 12 different downloadable runtimes are available

Now, do this instead:

1) Window -> Preferences -> Server -> Runtime Environment
2) Click Add
3) Click JBoss Community -> JBoss AS 7.1
4) Click next
5) click Download and Install Runtime
6) Note that only 2 runtimes show up

The dialog itself has the notion of filtering now. The JBoss AS-Tools code can open the dialog filtered to only 2 runtimes rather than show all available.
