What about making discovery stuff part of Central site instead of product site? And we make some magic to ensure we can deduce Central URL from some metadata (such as version of central plugin) so Central plugins can guess URL for Central site, and discovery plugin.
On a side note, this process is complicated because of discovery framework is way too complicated since it chooses to rely on plugin.xml rather than on a format dedicated to this use-case: https://bugs.eclipse.org/bugs/show_bug.cgi?id=387805
